On a whim, I went into the programs after clicking on Start (Windows 7), found Adobe Reader XI and clicked on it. When I did this, Adobe Reader XI was installed/configured and everything is now working fine. When I open a pdf in Reader 9, I can see the document, but when I try to scroll down or doing anything else with the window, it locks up. When I open Task Manager, Adobe is Not Responding.

This is drastic but you could try nuking and re-creating the print subsystem.

Note: this is a measure of last resort but one that always works for me when the print subsystem is FUBAR.
Un-install as many printers, print drivers and third-party print utilities as possible - this will require removing Adobe Acrobat XI too. Stop the spool service and any remaining third-party print-related services (not that there should be any left). Delete the %windir%System32spool folder and the registry key HKLMSYSTEMCurrentControlSetControlPrint. You may need to modify permissions to allow you to do this. You will likely get an error when deleting the Print registry key. So long as the subkeys and values have been deleted this can be safely ignored.

1. Restore from a clean OS: Do a clean build on a new machine (a VM is fine). Robocopy the spool folder, with permissions, to the broken PC. Export the Print registry key from the new machine and import it on the broken machine. Reboot. Start the print service. Install the printers, their drivers and utilities again. Install Adobe Acrobat XI. If the issue was with the print subsystem then it should now be resolved.

2. Restore from an existing machine: As above but use one of the working PCs, running the same OS, as the source machine for the spool folder and Print registry key. If all PCs are installed with the same suite of software then this will probably be sufficient. It certainly takes less time!

Disclaimer: I cannot guarantee that this will work for you and if you make a mistake it may make matters worse. That said I have used the procedure several times to resolve print subsystem issues on Remote Desktop server farms where an errant driver has borked said subsystem.
